Mentioned in the "Winter clean heating plan in Shandong (2018-2022) ", the average clean heating ratio will exceed 70% by 2020 and 80% by 2022.

According to the features of atmosphere temperature, water source and soil, combined with grid capacity, low temperature air-source heat pump and waste water-source heat pump should be priorities, so as to fully utilize the high quality electric power and low temperature heat, as well as to increase the heating efficiency.

As the core areas of power conversion, electric heating instead of coal-fired heating should be adopted.  Meanwhile, multi-energy heating systems including air-source heat pump should be considered when centralized heating as a priority.

Strengthening the development of low temperature air-source heat pump, heat pump fan, waste water-source heat pump and absorption heat pump and establishing a whole industry chain of manufacturing and technical services will build a heat pump industrial cluster in Shandong.
