“Shangdong clean heating plan (2018-2022)”(The Plan) clarifies to establish centralized heating system in urban area, multi heating methods in rural area and new clean heating mix within 5 years.

As data showed that by the end of 2017, clean heating areas in Shandong reached 1,775 million SQMs accounting for 54.3% of total heating areas.  Among them, heating areas of urban rural were 1,534 million SQMs and 214 million SQMs, accounting for 79.3% and 17.9% of the total, respectively.

The Plan proposes that the average percentage of clean heating will exceed 70% by 2020, covering the cities with 200,000 population and 55% of rural areas.  The numbers will reach 100% in urban and 75% in rural areas by 2022.

Gas, heat pump, solar thermal and thermal storage will be the key.  Energy management contracting will be involved to lead the marketization of clean heating.
