Artificial intelligence development in China

Artificial Intelligence (AI) is becoming an emerging and policies intensive industry.  As report, total 20 provinces and cities in China have launched initiatives and policies, such as Beijing, Shanghai, Tianjin, Zhejiang, Anhui, Jilin and Guizhou.  China has formed a policy system of AI and an interactive effect between local and central governments, which not only promote the related policies implementation, but also accelerate the industry application and integration of automobile, healthcare, logistic and manufacturing.

Review the development of China AI industry, we can see:

2015: As early as July of 2015, China central government firstly proposed to develop AI industry and listed it as one of 11 priorities. 

2016: In March, AI industry development was included in “the Thirteenth ‘Five-year’ Plan”. 

2017: AI was firstly written into the government working report in March of 2017.  In October, AI and economy integration become one of the major development targets.  In July and November, the State Council of China released the “Development plan for next generation AI” and “Three-year action plan for next generation AI industry development”, which further made a roadmap and promote the multi industry integration.

It is said that there will be three types of AI measures in China.

1. Specific industry policies: including financial and tax initiatives for new and middle and small AI companies.  The policies will support the companies development and build an AI development foundation system.

2. Innovative policies: including national scientific innovation bases and frames.  The policies will promote the infrastructure, such as national laboratory and engineering laboratory related to AI, and deploy next generation AI demonstration.

3. Regulations and standards: including IPR and data security, focusing on automatic driving and service Robot.  It will accelerate the drafting of related safety management and regulations, in order to serve for new technologies application.
