Co-released by National Development and Reform Commission and National Energy Administration together with other eight governments of China, “Winter clean heating plan in North China (2017-2021)” identifies that clean heating in North China should reach 50% by 2019 and 70% by 2021.  The clean energy includes geothermal, biomass, solar, natural gas, electricity, industrial waste heat and clean coal.  Central government will support clean heating by current financial measures on renewable energy and air pollution prevention and encourage local creative mechanisms and guide enterprises and society to increase their capital investments.

It is said that by the end of 2016, coal heating areas in North China accounted for 83% of total heating areas, with 400 million tons of coal consumption.
