According to the comments of “Opinions on further strengthening urban planning and constructing management” released by the State Council, China is promoting the building industry modernization.

l  Encouraging smart and prefabricated buildings: The prefabricated buildings should account for 30% of new building areas in next 10 years, meanwhile, popularizing smart application, improving operation and maintenance scheme of intelligent system and realizing comfort, safe and high efficient indoor environment in the new buildings and existing building retrofitting.

l  Enhancing the design ability: It should improve the bidding system suitable for the features of building design and push the related bidding measures such as design group and layout.  It should also improve the fair competition among international and domestic design companies and educate the teams with international competitiveness.  Furthermore, it should advocate building comments and promote the design concepts integrating and extracting.

l  Strengthening technology R&D and application: accelerates the advanced manufacturing equipment, R&D, producing and deploying of intelligent equipment, increases the efficiency of mechanical tools and the degree of mechanization; accelerates the Building Integrated Module (BIM) application to planning, prospecting, designing, constructing and operating & maintenance, so as to realize the data sharing and informative management during the whole life cycle of engineering projects.

l  Improving related standards: integrates and simplifies the mandatory standards and properly increases the mandatory index requirements of safety, quality, performance, health and efficiency, so as to gradually improve standards level; meanwhile, develops standards review and speeds up the revising to improve standards timeliness.  Furthermore, strengthens the communication between R&D on scientific technologies and standards development by establishing national experts committees of building construction standards, to support the standardization and improve their quality.
