CABEE : China building energy consumption report

China Association of Building Energy Efficiency (CABEE) released “China Building Energy Consumption Report” (The Report) which identifies the building energy efficiency as the key to achieve the carbon emission reduction target by 2030.

The Report analyses the building energy consumption data in Beijing, Shanghai, Shenzhen and Sichuan during the years of 2001-2014.  It shows that in 2014, national building energy consumption was about 814 million tons of standard coal, accounting for 19.12% of total national energy consumption, among it, in public buildings, urban residential buildings and rural buildings were about 326 million tons, 301 million tons and 187 million tons, respectively.

Looking at 4 regions, in 2014, urban buildings energy consumption of Beijing, Shanghai, Shenzhen and Sichuan were 16.9 million tons of standard coal, 20.4 million tons, 10.44 million tons and 26.97 million tons, respectively.

China building energy consumption continually increased in 2001-2014, but the growth rate decreased from 12% in the “Tenth Five-year” to 6% in the “Eleventh Five-year” and “Twelfth Five-year”.  The share of building energy consumption in the national total energy consumption fluctuated between 17-21%, due to the change of GDP growth.

The unit energy consumption of urban residential buildings and northern areas with central heating system kept consecutive decrease trend, but it was contrary in the rural residential buildings.

Since “Eleventh Five-year”, Chinese government strengthened building energy efficiency, achieving the significant effects in new buildings energy efficiency, green building promotion, existing buildings energy retrofitting, large scale application of renewable energy and eco cities.

In 2014, USA is the largest building energy consumer in the world, followed by China.  But China per capita energy consumption was lower than the average level of the world, which indicates that China building energy consumption will increase with the improved people’s living level.  China is facing the huge challenge.

The Report suggests accelerating to improve the statistics scheme of building energy consumption, consolidating the data base, formulating data-driven policy system and implementing the control strategy of the total building carbon emission.
