How to evaluate green campus in China?
“Evaluation Standard for Green Campus” (The Standard) will be a technology tool to evaluate the green levels of new, retrofitting and extension of existing primary and secondary schools, vocational schools and universities.
According to the statistics of Ministry of Education (MOE), in 2015, the total construction areas of school buildings exceed 2.59 billion SQMs in China, with around 290 million students and 21.43 million employees. As one kind of public buildings, the demand for schools increased with the development of urbanization and population. Now, a large number of schools, dense population, huge energy consumption and low manage level are seriously restricting the low carbon and sustainable development.
In 2014-2016, drafting team of the Standard investigated and researched the green schools in different climate regions of China, including regional climate condition, energy and resource consumption, indoor and outdoor environment quality control, operation and management, water source utilization, carbon emission, green education, regional innovation and improvement.
As one of national green buildings system standards series, the Standard summarizes the practices and experiments of green schools in different regions, integrates the features of spaces and activities in China and advanced international standards and experiments, and satisfies the demands of different types, so as to efficiently implement and manage green schools.
The Standard includes two systems: 1) primary and secondary schools and 2) vocational schools and universities system. The main contents are 1) general principle, 2) terminology, 3) basic rules, 4) primary and secondary schools, 5) vocational schools and universities, 6) features and innovation, and 7) notes. Among them, No.4 and 5 include following evaluations indexes: planning and ecology, energy and resource, environment and health, operation and management, education and promotion.
There are three grades of one-star, two-star and three-star, from low to high.
In the Standard, the evaluated object is a single school, based on actual operating. For a under construction school, it can pre-evaluate based on the design drawing, with the focus on the expected effect of green measures. But considering the actual conditions, it prefers to operation evaluation and real effect.
Universities are the main area in the public buildings and green buildings.
