On Sep.19, Ministry of Housing and Urban-Rural Development of China (MOHURD) released 2016-2020 Outline for Informatization Development of Construction Industry, aiming to enhance the ability of informatization development, optimize the environment and accelerate the amalgamation of information technology and construction industry development.

The Outline points out, in the “Thirteenth Five-year Plan ” period, to (1) fully improve the informatization level, enhance the integrated application ability of BIM, big data, intelligent, mobile communication, cloud computing and Internet of Things (IoT); (2) gain the breakthrough on digital, network and intelligent development; (3) initially establish an integrated industry supervision and service platform; and (4) significantly increase the digital source utilization and information service ability.

The Outline proposes four major tasks: enterprise informatization, industry supervision and service informatization, special information technology application and informatization standard.  They are:

1.    Enterprise information: The construction industry players should actively explore the new mode of management and production under “internet +”, thoughtfully research innovative application of BIM and IoT, create new business mode, strengthen core competitiveness and realize leapfrog development.

2.    Industry supervision and service informatization: Actively explore the new pattern and new mode, to promote new format of construction industry and support new development.

3.    Special information technology application: Including big data, cloud computing, IoT, 3D printing and intelligence.

4.    Informatization standard: Strengthen the top level design for informatization standard of construction industry, continually improve the standards system including the whole lifecycle of design, construction, operating and maintenance and integrate new technologies application such as BIM.
