On April 21, China central government released the “Opinion on deep implementation of ‘internet logistics’ action plan” which required accelerating the transformation and upgrading of logistics industry.  Centering the customers’ demand, it encourages full-channel operation, highlights the new products and service, fully uses information technologies including internet, IoT and big data, satisfies the demand with 24 hours and decreases consumption cost.

The Opinion requires to expand the construction of intelligent infrastructure, logistics base and cold chain system, rationally plan and deploy the local logistics hub, public and end-user’s distribution centers, increase investment, support full cold chain system for primary products and strengthen the cold room construction for major agricultural products bases.

The main requirements are summarized as follow:

2. Actively push the innovative development and encourage new economic model

3. Expand the construction of intelligent logistics infrastructure

4. Encourage intelligent consumption areas

5. Develop green logistics and consumption

6. Further promote the e-business model in rural areas

7. Lead the e-business model in public communities

8. Speed up the security system

9. Play the leading role of financial investment

10. Increase the support power of public service in the logistic industry

11. Promote the legislation and standards system

12. Create a fair competitive environment
