May 4, 2017 – Ministry of Housing and Urban-Rural Development of China announced "Construction industry development plan in the 'Thirteenth Five-year Plan'" which identifies 6 main targets and 9 tasks.  The Plan points out that according to the targets requirements, by 2020, all urban new civil buildings should meet the requirements of related energy efficient standards.  Meanwhile, the urban green buildings and green materials should account for 50% and 40%, respectively.  Assembly building areas should account for 15% of new building areas.

6 main targets

Marketing scale targets

1.       Based on the completion of national social investment on fix assess, the gross output value and added value of national building industry should increase by 7% and 5.5%, respectively;

2.       Average revenue of national engineering and consulting companies should increase by 7%;

3.       Average revenue of engineering and service companies should increase by 8%, including national engineering supervision, cost consulting, bidding agencies;

4.       Turnover of national whole contractors should increase by 6%, further consolidating the pillar position of the construction industry in the national economy.

Industry framework adjustment targets

1.       Promote large companies to be more excellent and stronger and foster leading grants;

2.       Develop professional constructing and push professional contractors with specific products, technologies and equipment.

3.       Praise craftsman’s spirit and educate high quality workers, the number of workers with more than second level of technical skill should reach 3 million by 2020.

4.       Encourage innovation, and push the new methods such as “internet+”.

Advanced technologies

1.       Consolidate their leading technologies position in the world, including super-high buildings, high-speed railway, highway, huge dam, super long distance sea bridge and nuclear power station;

2.       Increase the intensity of information technology and the number of new start-ups with BIM application.

3.       Increase the technology investment proportion of high level design and constructing companies in the revenue by 1%, compared with the end of the “Twelfth Five-year”.

Buildings energy efficiency and green buildings

1.       All urban civil buildings should meet the related requirements of energy saving standards, the energy efficiency level should increase by 20% compared with 2015;

2.       By 2020, urban green buildings should account for 50% of new buildings, and green materials application should account for 40%;

3.       Assembly buildings area should reach 15% of new buildings area.

Building market supervision

1.       Accelerate the updating of related laws and regulations such as Construction Law, further improve the mechanism of building market;

2.       Establish related projects cost management system, improve a scientific market access system, and form an open and fair market rules and patterns.

3.       Improve the workers’ training, technician certification and information management.

Quality and security supervision targets

1.       Further improve quality and security of related buildings regulations, and enhance the engineering quality to international levels.

2.       Engineering standardization reform reaches a phase target.
