China government recently released “Opinions on unifying standards, certifications and labeling systems for green products” (Opinion) which indicates to initially set up a systemic, scientific, integrated and authorized scheme for green products, so as to increase the efficient supply, lead the green consumption and fully push the green development.

The Opinion emphasizes seven major tasks and four measures as following:

Seven major tasks:

1.    The intension and appraisal measures of unified green products is based on whole life cycle, which scientifically evaluates key phases and indexes and develops related evaluation measures and indexes systems.

2.    The related government agencies should play their roles in developing the green products’ standards, certifications and labeling systems which are suitable for China’s economy.

3.    Implementing the unified list and catalog of green products’ evaluation standards and certification, according to the related standards.

4.    Developing a creative green products evaluation standards scheme for supply, and drafting the green evaluation standards for the products which is closed to customers’ daily life as the priorities.

5.    Regulating the efficient evaluation and supervisory mechanism, advancing green products credit system, improving green products management by big data, and establishing quantified index and collecting public comments.

6.    Enhancing the technical capacity, fostering a number of service agencies and establishing a unified information platform.

7.    Promoting the international cooperation and mutual recognition which could actively encounter green barriers.

Four measures:

1.    Strengthening interlinked actions and establishing a coordinated mechanism of standards, certifications and labeling for green products to integrate related policies and measures.

2.    Improving a complete set of supporting policies for green products, focusing on key standards, creating the standards development and credit system and implementing Top Runner for green products and government green procurement.

3.    Establishing green products environment to reduce the trading cost.

4.    Advocating green products and green concept to drive a green life style.
