Co-released by National Development and Reform Commission (NRDC), Ministry of Land and Resources (MLR) and National Energy Administration (NEA), “Geothermal energy development and utilization program in 13^th Five-year Plan” identifies that new geothermal energy heating and cooling areas should reach 1.1 billion SQMs and new geothermal power generation installation capacity should be 500MW.  By 2020, the accumulative heating and cooling areas and generation installation capacity will be 1.6 billion SQMs and 530MW, respectively.

According the Program, during the period of 13^th Five-year Plan, China will establish an improved management and policy systems for the development and utilization of geothermal energy, master the core technologies and form a comprehensive system of producing, constructing and supervision.

The Program clarifies seven major tasks: 1) establish a database including number, quality and features of geothermal resources and evaluate their technical and economic conditions for rational development and utilization; 2) actively promote the application of hot water type geothermal heating system to Beijing-Tianjin-Hebei-Shandong-Henan region and Qinghai-Tibetan Plateau; 3) promote the use of shallow geothermal energy; 4) set up high temperature geothermal power generation projects in Tibet and Sichuan where are rich in high temperature geothermal resource, and develop middle and low temperature geothermal power generation projects in North China, Jiangsu, Fujian and Guangdong, establishing, promoting and supporting the development of geothermal power generation scheme and policies; 5) strengthen the R&D on key technologies; 6) improve data statistic and management system; and 7) develop industry chain, standards, training and services.

As estimated, during the period of 13^th Five-year Plan, the investments driven by shallow geothermal heating and cooling, hot water geothermal heating and geothermal power generation will be 140 billion RMB, 80 billion RMB and 40 billion RMB, respectively.
