Oct.27, 2016 – The State Council of China released Controlling Green House Gas Emission Program in the “Thirteenth Five-year Plan”, aiming to accelerate green and low carbon development, achieve the agreed targets and promote CO2 emission to peak in 2030. The Program identifies that by 2020, CO2 emission per GDP unit will decrease by 18% compared to 2015 and total amount of carbon emission will be controlled efficiently.  Controlling on non-CO2 GHG emission will be further strengthened and carbon credits will be significantly boosted.  The system fighting against climate change will be initiated, low carbon demonstration will be deepened and public awareness on low carbon will be significant increased.

The Program proposed 8 majorities:

1.       Low carbon is leading the revolution of energy: Strengthen carbon emission control from energy industry, significantly encourage energy saving, accelerate to develop non-fossil energy and optimize the fossil energy utilization.

2.       Create a low carbon system: Accelerate to adjust the industry structure, control the emission from industry, develop low carbon agriculture and increase carbon credits of eco system.

3.       Promote urban low carbon development: Strengthen the establishment and management of low carbon urbanization, establish low carbon transport system, increase the waste usage rate and low carbon disposal ability and encourage low carbon living method.

4.       Accelerate the regional low carbon development: Implement carbon intensity control sector by sector, push the peak in certain regions, demonstrate the innovative low carbon projects and support low carbon development in undeveloped regions.

5.       Set up a national carbon trade mechanism: Establish a national carbon emission trading mechanism, initiate and operate national carbon emission trading market and strengthen fundamental supporting ability.

6.       Enhance the low carbon technology innovation: Encourage the basic research on climate change, accelerate R&D on low carbon technologies and demonstration and enhance to expand their application.

7.       Strengthen the fundamental ability: Improve climate change related regulations and standards system, set up the GHG emission statistics and check and reporting system, improve policy system of low carbon development as well as talent teams.

8.       Expand the international cooperation: Actively participate the campaign of global fighting against climate change, push effective cooperation and keep the promise.
