Released by China Ningxia Hui Autonomous Region government, “Implementation opinion on promoting city underground complex pipe gallery” identifies that Ningxia will build 170 kilometers city underground pipe gallery by 2020, including 70 kilometers in Yinchuan City.

By the end of 2016, all of local governments should finish the related special planning and draft the implementation and annual construction schedule.

The Opinion stipulates that the new roads in the new districts, areas and development zones must have underground complex pipe galleries according to different requirements, as well as in the old districts retrofitting, underground spaces development, road reconstruction, transportation system, and etc., with the crossing of the main public spaces, roads, rails and rivers as the priorities.  The Opinion clarifies that all kinds of pipes must be laid into the complex pipe gallery.
