Announced by the Government of Jiangxi Province, "Residential Building Efficiency and Green Building Development Measures" (Measures) was effective on January 16th, 2016, aiming to ensure the building's function and indoor thermal quality and reduce the energy consumption.  The so-called "green building", it means to maximize resource saving, reduce pollution and protect environment within the life cycle of residential buildings, so as to provide people a healthy, high efficient and nature-harmonized living environment.  The green buildings can be rated to three grades –1-star, 2-star and 3-star.

The Measures requires to comprehensively consider the factors of natural ventilation effect, green coverage rate and green building grade when design the general layout of residential buildings, orientation and grassland.  All the government and public buildings such as schools, hospitals, museums, gymnasiums, airports and stations must be covered in the local green buildings development planning programs.  

The Measures stipulates that the government should establish the fund for residential building efficiency and green buildings development, to support the related activities including technical research, products development, standards and demonstrations, green retrofitting, renewable energy application and training & advocating.  The energy retrofitting cost will be undertaken by both the government and building owners, which includes building envelope, heating and cooling system and lighting equipment, and also encourage private investment involving in, to gain the benefits by energy management contracting.
