Highlights of New Design Standards for China Public Buildings’ Energy Efficiency
“Design Standard for Energy Efficiency of Public Buildings” (GB50189-2015) will be implemented on Oct.1, 2015. Some items have become mandatory, including item 3.2.1, 3.2.7, 3.3.1, 3.3.2, 3.3.7, 4.1.1, 4.2.2, 4.2.3, 4.2.5, 4.2.8, 4.2.10, 4.2.14, 4.2.17, 4.2.19, 4.5.2, 4.5.4 and 4.5.6.
The new standard has comprehensively enhanced the design level of Chinese public buildings' energy efficiency, increased its scientificalness and improved its operability by adding the standardized specification for some key design details.
There are ten highlights as following:
- Realized the comprehensive coverage of all building energy efficiency sectors, including building thermal engineering, HVAC, water, electricity and renewable energy application;
- Established typical models and database for public buildings, providing the basis for analysis and calculation for energy efficiency indexes;
- Used dynamic measures to evaluate the energy consumption, combining different climate regions and building types;
- Adopted SIR (Saving to Investment Ratio) to confirm the energy efficiency target;
- Comprehensively enhanced the limit requirement for envelop thermal performance;
- Increased the mandatory requirement for cooling equipments and system according to different climate regions, which improved the adaptation and operability;
- Improved chiller’s IPLV calculation formula, which reflected the chiller’s real application in China;
- Added the regulation for building’s classification;
- Confirmed the annual energy consumption of heating and air conditioning system as the judgment and simple calculation method;
- Introduced SHGC as the performance parameters for envelope transmittance, and also limit value of SHGC instead of SC.
