简述了采暖分区问题提出的背景，介绍了20世纪70年代制订《工业企业采暖通风和空气调节设计规范》过程中，关于划区必要性、划区方案、划区指标、划区范围等方面的讨论情况。最后，作者表达了自己的观点。

Abstract：
Briefly describes the background of dividing the heating regions, and introduces the necessity, the scheme, the index and the geographic coverage of the region dividing in the process of drawing up the Design code for heating, ventilation and air conditioning of industrial buildings in the 1970s. Finally, the author puts forward his own opinions.
