摘要：
建筑能耗对标是推进建筑节能市场化的基础，美国是建筑能耗对标体系较完善的国家，学习借鉴美国的经验可以更好地推进我国的能耗对标工作。从约束对象、细则说明、奖惩措施和结果反馈等方面对纽约的建筑能耗对标政策体系进行了解读与分析，在借鉴纽约市先进做法的基础上对我国下一步推进建筑能耗对标工作提出了建议。
Abstract：
Building energy consumption benchmarking is the basis to promote building energy saving market, and the building energy consumption benchmarking system in the United States is relatively thorough. Learning experience from the United States is helpful to promote energy consumption benchmarking in China. Analyses the building energy consumption benchmarking policy system of New York City in the aspects of covered object, detailed regulations, rewards and punishments measures, and result feedback. Makes recommendations on promoting building energy consumption benchmarking in China by using the advanced practices in New York City for reference.
