阐述了公共建筑能耗限额管理对建筑节能工作的重要性。分析了国内外相关研究现状以及其他省市管理实践。围绕北京市公共建筑能耗限额管理平台的建设和节能政策制定情况，剖析了实施能耗限额管理的优势和面临的挑战。结合北京市级差电价管理政策，为构建更加完善的能耗限额管理平台提出了建议和展望。

Abstract：
Expounds the importance of the energy consumption quota for the building energy efficiency. Analyses the research progress at home and abroad and the application practices in other cities. According to the development of public building energy consumption quota management platform and energy efficiency policy in Beijing, analyses the potential advantages and the challenges of the energy consumption quota management system. Furthermore, by investigating the differential electricity price management policy in Beijing, provides some suggestions and prospects to improve and perfect the management platform.
