欧盟建筑节能标准及发展趋势研究
Study on building energy efficiency codes & standards and development trend in EU
摘要：
欧盟是当今全球仅次于美国的能源消耗大户，建筑能耗已占欧盟总能耗的40%。自1989年开始，欧盟陆续颁布了一系列有关建筑节能的指令来推动欧盟建筑节能工作。特别是近年来，欧盟《建筑能效指令》及其修订版加强了对低能耗建筑的发展要求。介绍了欧盟及其成员国（以德国、英国为代表）建筑节能标准的发展历史及主要标准，阐述了欧盟建筑节能标准的发展趋势，总结了欧盟建筑节能标准对我国建筑节能标准编制的借鉴意义。
Abstract：
The building energy consumption accounts for 40% of total energy consumption in EU, which is second only to USA. EU has promulgated a series of directives on building energy efficiency since 1989. Especially in recent years, requirements on low energy consumption buildings have been strengthened in the Energy performance of buildings directive and its revised editions. Presents the development history and key codes & standards about building energy efficiency in EU and its representative countries (Germany and UK), describes the development trend of building energy efficiency codes & standards of EU, and summarizes the reference for the compilation of our building energy efficiency standards.
