供暖热计量收费中几个问题的再探讨

摘要：
等舒适度等热费是解决热用户热费公平问题所选定的一个分析问题的基点；解决公寓类住宅热用户的热费公平问题，比提高热量表的计量准确度等级更重要；计算热用户热费的热量应是当量热量；供暖系统锁闭改造，受损害的是改造者；能满足分室调节的任何一种系统形式均可以采用。

Abstract：
Argues that equal charge for equal thermal comfort is a basic point to treat the impartiality of heat charge, that for residential apartments, an impartial treatment of the heat charging problem is much more important than enhancing precision of the heat meter, that the heat used to heat metering and charging should be an equivalent heat, that to deal with charging problems by recklessly cutting off an end user from the heating system would only damage the heating companies’ benefits, and that any system which satisfies household room based adjustment should be adopted.
