摘要：
针对老工业区搬迁后原有供热管网的改造方案，建立了功能评价指标体系，采用折现法计算改造方案的全寿命周期成本，基于价值工程，根据价值系数来衡量各个改造方案的优劣。将建立的评价体系应用到某工程实例进行分析。结果表明，该评价体系是合理的，可以为供热管网改造提供一定参考依据。

Abstract：
With the retrofit scheme for the original heating network of old industrial district, establishes a function evaluation index system, and calculates the cost in terms of the whole life cycle by using discounted cash flow method. Based on value engineering, evaluates each retrofit scheme through the value coefficient. Applies the evaluation system to a practical project for analysis. The result shows that the evaluation method is reasonable and can provide reference for the heating network transformation.
