介绍了该规程的编制背景和原则。重点介绍了编制过程中探讨的几个重要问题，包括：地热井持续开采年限的限定、回灌要求、地热利用率及尾水排放温度的规定、地热直接供热系统的应用、调峰负荷比的确定、地热水防垢及地热资源动态监测。

Abstract：
Presents the background and principle of the code compiling. Emphasizes several key points during compiling process, including continuous charging years limits, injection requirement, set of geothermal efficiency and discharging water temperature, application of direct heating system, determination of ratio of peak load regulation, fouling prevention of geothermal water and its dynamic supervision.
