设计了“十一五”期间北方采暖地区既有居住建筑供热计量及节能改造的技术路线，并对各地区的实施结果进行概括性总结分析，提出了基于工作量和节能效果综合分析的评价体系。

Abstract：
Presents the technical route of the retrofit. Summarizes and analyses the retrofit effect of each region, and builds an evaluation system based on the working load and retrofit effect.
