介绍了该装置的基本构成及工作过程，通过试验证明了其可以消除供暖系统调节对分配原理的干扰及热量分配系统的初始误差，热费分配结果公平合理，相同面积的用户在室温相同时热费相等。

Abstract：
Describes the basic structure and operating process of heat allocation devices based on temperature-flow-temperature method（TFTM）. Experiment results indicate that this device can eliminate the interference of heating system regulation on realization of the allocation principle and the initial error of the heat allocation system, so as to achieve a fairer and more reasonable result of heating cost allocation that residents having the equal room area and temperature will pay the equal heating charge.
