Abstract：
It is not necessary to measure the heat consumption of each household in heat metering system, the key issuse is to set a rule of heat cost allocation, which is reasonable and can be observed by all the people, and solve the equity problem of heat billing at the same time. Discusses the heat charging mode and allocation rule. Presents the allocation method of heat cost and realized conditions.
