欧盟建筑能耗标准体系制定概况
Review of standard framework of EU Energy Performance of Buildings Directive
摘要：
欧盟2002年通过了旨在降低建筑能耗、提高能源利用率的法规。法规要求，欧盟成员国必须在建筑完成、销售或出租时，向业主提供建筑能效证书，并在公共建筑中张贴。为了实现这一目标，为建筑颁发能效证书，欧盟正在修订和编制统一的建筑能耗标准，与原有标准一起形成完整的标准体系。介绍了欧盟制定建筑能耗标准体系的最新情况，为我国建立建筑能耗标准、能效标识体系提供借鉴和参考。

Abstract：
The Energy Performance of Buildings Directive (EPBD) becomes European law in 2002 which requires buildings to be provided with energy certificates at the point of completion, sale or rent, and for open display in public buildings. To achieve this goal, EU has compiled and established a series of standards. Presents the update of the standards developed. Provides the reference for establishing standards of building energy performance in China.
