摘要：
从我国大型公共建筑节能管理的工作内容入手，介绍了我国大型公共建筑节能考核体系的设计原理和依据，构建了一套适合我国国情的大型公共建筑节能考核体系。同时分析了考核体系在大型公共建筑节能过程控制和目标管理中的实施机制，最后，对考核体系实施的保障措施进行了探讨。

Abstract：
According to the management task of the public building energy efficiency, presents the design principle and bases and sets up an examination system of largescale public building energy efficiency suited for the national conditions. Analyses the implementation mechanism of the examination system based on process control and objective management. Discusses some measures for ensuring the implementation.
