北方采暖地区既有居住建筑节能改造工作的目标识别和障碍分析
Target recognition and obstacle analysis of energy efficiency renovation for existing residential buildings in northern heating areas
摘要：
分析了北方供暖地区既有居住建筑节能改造的必要性，根据全国建筑节能专项检查中发现的问题和案例分析，按照国家对节能减排的要求，通过经济学分析，识别出了节能改造的目标，从组织体系、改造模式、融资方式和技术支撑等方面分析了节能改造的障碍，指出了需要遵循的原则。

Abstract：
Analyses the necessity of energy efficiency renovation for existing residential buildings in northern heating areas. According to the problems from national construction energy efficiency special inspection and some case analyses, under the national request of energy efficiency and emission decrease, by economics analyses, recognizes the target of energy efficiency renovation. From the organization system, renovation pattern, financing way and technical support, analyses the obstacle of energy efficiency renovation, and points out some principles that ought to be followed.
