基于外部性分析的北方供暖地区既有居住建筑节能改造经济激励政策设计
Economic incentive policy design for energy efficiency renovation of existing residential buildings in northern heating areas based on analysis of externalities
摘要：
在简要分析北方供暖地区既有居住建筑节能改造现状的基础上，应用经济学的原理及方法，分析了既有建筑节能改造外部性的危害及其对节能改造的影响。通过对北方供暖地区既有居住建筑节能改造经济激励机制的研究，提出了分阶段的、针对不同利益主体的经济激励方案。

Abstract：
Based on the status quo analysis of energy efficiency renovation for existing residential buildings in the northern heating areas, analyses the harm and influence of externalities with economic method and theory. By studying economic incentive mechanisms of energy efficiency renovation, proposes economic incentive scheme phased and faced to different principal parties.
