城市建设碳排放核算的基础数据缺口与需求分析
Basic data gap and demand analysis of urban construction carbon emission accounting
摘要:
在全球气候治理与“双碳”背景下,城市建设作为碳排放的核心载体,其精准碳核算体系构建亟待突破。本文在对当前碳排放核算方法主要内容及碳排放因子数据库数据结构进行分析的基础上,针对城市建设的内容、对象和边界特征进行了分析,梳理了现今碳排放因子数据库存在的不足。通过对标到城市建设领域,分析了城市建设碳排放核算在方法体系、核算对象、边界范围及基础数据方面的欠缺,对建设更加适配城市建设碳排放核算的专有数据库提出了算法科学统一、边界清晰严谨、数据精准可靠的建议,以找到城市建设碳排放核算方法、边界、数据的准确定位,助力城市建设过程与管理的碳减排目标实现。
Abstract:
Under the background of global climate governance and the “dual carbon” goal,urban construction,as the core carrier of carbon emissions,needs to accelerate the construction of its precise carbon accounting system.Based on the analysis of the main content of the current carbon emission accounting methods and the data structure of the carbon emission factor database,this paper analyses the content,objects,and boundary characteristics of urban construction,and identifies the shortcomings of existing carbon emission factor databases.By benchmarking against the field of urban construction,this paper analyses the shortcomings of urban construction carbon emission accounting in terms of its methodological system,accounting objects,boundaries,and basic data,and puts forward suggestions for constructing a dedicated database more suitable for urban construction carbon emission accounting,including establishing a scientific and unified algorithm,defining clear and rigorous boundaries,and ensuring accurate and reliable data,so as to find the accurate positioning of methods,boundaries and data for urban construction carbon emission accounting,helping the realization of carbon emission reduction targets in the process of urban construction and its management.
