基于深圳市国家机关办公建筑和其他大型公共建筑能耗调查的测试结果，详细阐述了大型公共建筑能耗监测系统城市级平台的目标定位、模式、对象和框架。通过城市级平台测试的工程案例，分析了大型公共建筑的典型用能问题，并给出了其解决途径。

Abstract：
Based on the energy consumption data of the Shenzhen municipality government office buildings and other large-scale public buildings, expounds the target, mode, object and framework of city real-time energy monitoring system for large-scale public buildings. With an engineering example, analyses typical energy problems for large-scale public buildings and obtains some solutions.
