该标准编制以陕西省3万余家公共机构近3年能耗数据为基础，并结合了陕西省气候特征、资源条件、经济水平等实际情况。重点介绍了该标准的编制思路、要点解析和对一些特殊问题的处理方法，为该标准的推广实施和同类标准的编制提供参考。

Abstract：
Compiles the standard with the actual situation of Shaanxi province, including climate characteristics, resource conditions and economic level, based on the energy consumption data of more than 30 000 public institutions in Shaanxi province in recent three years. Presents the compilation ideas, key points analysis and treatment methods of some special problems regarding to the standard, which provides references for the promotion and implementation of the standard and the compilation of similar standards.
