Based on the analysis of the current electricity consumption and the limit calculation methods of public buildings in Beijing, proposes three approaches to modify the limit calculation methods, namely, using quota, limit and quota combination, and another quota on the base of limit and quota combination. The quota is determined by a statistical analysis method based on large amount of measured data, while the limit is determined by the building’s historical electricity consumption data. During the calculation, discusses the methods of outlier detection and normality test of sample distribution, and compares the quotas with the constraint values in the national standard. Moreover, discusses the values of quota and limit levels based on the statistical analysis on the fluctuation of public buildings’ historical electricity consumption. After comparing the results of the three schemes, puts forward the suggestion for the calculation method of building electricity consumption limit.
